Market Background
The number of Indonesian merchant ships has doubled: In 2005, the Indonesian government implemented the Cabotage Ordinance to revitalize the domestic shipping industry. Since the implementation of the Ordinance, the number of Indonesian merchant ships has increased from 6,041 in that year to 12,047 in 2013, an increase of 99.2%, and the total tonnage of ships has reached 17.1 million GT. The types of commonly used merchant ships are: barges 33.07%, tugboats 31.04%, and cargo ships 18.71%.
The aging of the fleet has triggered a wave of ship repairs: Most of these additional merchant ships are imported second-hand ships, and more than half of them are 15-20 years old, and some are even more than 25 years old. Therefore, in the next 5-10 years, the Indonesian fleet will have a large demand for renovation and repair business.
New shipbuilding demand: According to statistics from the Indonesian Shipowners Association INSA, Indonesia has 17 million gross tons of ships in urgent need of repair, and the demand for new ships is 700-1000 ships, or 1 million gross tons.Indonesian shipyards mainly engage in ship repair business: According to data from the Indonesian Ministry of Industry, among the 260 shipyards in Indonesia, the new shipbuilding capacity is only 600,000 gross tons and the ship repair capacity is 9.5 million gross tons. 95% of the business of the entire shipbuilding industry is ship repair, and only 50% is new shipbuilding. The poor competitiveness of shipbuilding costs, quality and delivery time directly leads to the low utilization rate of new shipbuilding in shipyards.
The government increases investment to improve production efficiency: The low competitiveness of Indonesia's shipbuilding industry is due to the obsolete equipment of shipyards, lack of talent, high cost of imported ship equipment, and backward production system. The Indonesian government is implementing a package of measures to revitalize the shipbuilding industry, including incentives for companies to build new ships, refurbish old ships and purchase new equipment. The overall goal is to shorten the time for new ship construction from the current average of 18 months to 8 months, while reducing the age of commercial ships operating in Indonesia from 20 years to 15 years. These measures provide business opportunities for international companies to enter the Indonesian market.
